These Terms of Use govern access to and use of the PAC-BFAR Hatchery Decision Support System (the “System”). By creating an account or using the System, an authorized user agrees to comply with these Terms and all applicable PAC-BFAR and Pampanga State Agricultural University policies.
1. Authorized purpose
The System is provided for official hatchery operations, including recording and verifying harvest and monitoring information, preparing forecasts, reviewing decision-support recommendations, assigning operational tasks, and producing authorized reports. It shall not be used for an unlawful, private commercial, deceptive, or unrelated purpose.
2. Accounts and access
- Access is limited to authorized personnel and is subject to email verification, administrator approval, assigned roles, and account status.
- Users shall provide accurate account information, protect their credentials and verification codes, and promptly report suspected unauthorized access.
- Users shall not share accounts, impersonate another person, bypass access controls, or attempt to obtain privileges not assigned to them.
- Actions performed through an account may be attributed to the account holder and recorded in the audit trail.
3. Data responsibilities
Users shall enter information accurately, preserve source references, correct identified errors through authorized procedures, and avoid uploading unnecessary personal or confidential information. Records must not be altered, concealed, fabricated, or deleted to misrepresent hatchery operations.
4. Forecast and decision-support limitation
Forecasts, alerts, resource estimates, and recommendations are planning aids based on available records and configured rules. They do not constitute a guarantee of future harvest, a biological directive, or a substitute for current pond observations, water-quality evidence, applicable technical standards, emergency procedures, and the judgment of authorized hatchery personnel. Final operational decisions remain with duly authorized personnel.
5. Security and monitoring
To protect public resources and operational integrity, the System may record sign-ins, changes, approvals, exports, network address, device or browser information, and other security-relevant events. Users shall not introduce malicious code, disrupt service, probe security controls, extract data without authority, or interfere with logs and backups.
6. Confidentiality and disclosure
Users shall access, use, download, print, and disclose System information only as required by their official duties and applicable law. Reports and records shall not be sent to unauthorized persons or stored in unapproved locations.
7. Availability and changes
Access may be limited, suspended, or terminated for security, maintenance, investigation, role changes, separation from service, or violation of these Terms. Features and policies may be updated. Material policy changes should be communicated through appropriate institutional channels.
8. Violations
Suspected misuse may result in account restriction, preservation and review of relevant audit records, administrative action, referral to appropriate authorities, or other measures permitted by institutional policy and law.
9. Governing requirements
Use of the System is subject to applicable laws of the Republic of the Philippines and relevant PAC-BFAR/PSAU rules, records-management requirements, information-security policies, and lawful directives.
